Bug#1060652: mate-control-center: "Raise selected Windows after delay" not working with WINE windows

When you activate "Select windows when the mouse moves over them" there is a
delay that you can set (Raise selected windows after XX seconds). I have set
the delay to 1 second.
The delay works unless the window being raised is a WINE application. In that
case, the window is raised immediately, the delay is bypassed.
