If you are building a new package, you should upload the source, the diffs, the deb, and the changes file. dupload takes care of the details. Typically, if the package is new, or the debian version number is -0 or -1, the build package (say dpkg-buildpackage) program by default sets up the source control file for source and binary uploads. You can circumvent the default behaviour by using -sa or -sd with dpkg-buildpackage.
