Well, the reason why you didn't see it was because a lot of
people that already have packaged it (read: including yours
truly) had already the arguments with people from debian-devel
that it wouldn't be included in Debian. :-(
I have an old version of LAME (i.e., version 3.85beta)
packaged at www.ime.usp.br/~rbrito/debian and a newer version
(3.86beta) at home. I may put it there, if you wish.
I still haven't had the time to package 3.87beta, since I will
have to change my scripts (now, LAME has a configure script),
but I guess that my latest 3.86beta package is not the worst
package in Earth (the 3.85, the one available, is not very
good)...

Well, packaging software is fun, especially if you're trying
to learn the process and since LAME is actually an easy
program to package, you could try it to learn more about
Debian inner workings, and in the end, you'll have a work that
you can use in your own system. So, it's not work completely
wasted, even if it's not included in the distribution...
