icingaweb2 modules permission on parent directory

I have a question about building icingaweb2 modules.

To install the icingaweb2 module, the foler
"/etc/icingaeb2/enabledModules" must be present so that the module can
be activated (create symlink).
If I install icingaweb2 via the module's dependencies, will the module
the symlink create before the folder "/etc/icingaeb2/enabledModules" exist.
Icingaweb2 creates this folder whit certain permissions during the
installation.
I think the permissions should be set by Icinga, so that the permissions
remain correct even if Icinga changes something.
The right way to solve this problem, i think, is icingaweb2 put in
pre-depends.
