Currently I use apt-get -f install
and after that apt-get upgrade perl

This will install a lot of software ipchains etc.

I am not sure if you could swap the two command, I have not tried
yet but I will later.

Did a mirror from a mirror of debian.org - and it didn't have debian-mips
- only debian-mipsel. I'll try from the official mirror and see if it helps.
