with a GPG key signed scanned copy of his passport photo page, which
will be forwarded to the DAM & FD.

Policy and Procedures

Misha and I discussed the Social Contract, DFSG, debian maintainer
responsibilities, the DMUP and also a little bit about the procedures
for NMUs. He demonstrated to my satisfaction that he understands all
of the above.  He also explicitly agreed to the SC, and agrees to
abide by the DMUP. He also answered some questions on copyrights and
licenses to my satisfaction.

Tasks and Skills
----------------

Misha has already debianized gtkhx, a gtk+ version of hx, a unix
hotline client. He is also the upstream author of gtkhx. He says he
knows C, C++ and Perl. gtkhx is already part of woody - Craig Small
sponsored Misha's package. I contacted Craig, who was happy with
Misha's packaging skills. There is one important bug open in gtkhx
relating to build-depends, which Misha has fixed in the latest
release. All in all, I think Misha shows the skills necessary to be a
debian developer and will make a good addition to the debian developer
community.
