Nope, as I wrote in the mail that started this thread:
- the Constitution uses interchangeably "Developer" and "Project Member"
and the Constitution isn't an opinion (of course it is subject to
interpretation, but it is less so than many other documentation pieces
that we can change more freely).

Nope, according to the above we'll follow the same process, for the very
simple reason that they are the same thing. The only differences that
there are in the process is in what consists the T&S phase, which is
tailored to the project areas of interest for the applicant. FWIW, this
is nothing new and is completely orthogonal from the
s/Maintainer/Member/ proposal: it is already the case.

Of course this, and other incoherences in terminology, shall be fixed.
… and anyone can submit bugs (and patches!) accordingly.
