Hi,
I had the chance to sponsor several uploads prepared by Hugo, and I always found his work excellent.
I always appreciated his willingness to research on his own about technical issues concerning his packages and RC bugs he worked on, and eventually asking for advice to fellow Developers when unsure about how to proceed.
Moreover, he is DM since November 2014.
Therefore, I'm happy to advocate Hugo to become a full-fledged Debian Developer.
