Bug#574721: edos-distcheck: Please don't consider (versioned?) build-essential packages always installable

Hi,

Please could (at least versioned) build dependencies on build-essential
package not always be considered installable? The situation this is a
nuisance in, is for the avr32 port on debian-ports. The avr32 port still
only has libc 2.5, so every package that depends on locales or libc >=
2.{9,10} (of which there are now quite a few), slip straight through edos'
net, meaning I have to continually manually mark them as failed until the
dependency can be satisfied.

It may be an idea to extend this to not mark /any/ build-essential as
installable, since in the case of debian-ports, these packages may well
have not been built yet.

How this relates to #545381, I'm not sure.
