TL;DR it is not a bug with ocamlbuild, it is either a bug with apt-cudf or Debian's (already out-of-date) policy / specifications.
Anyway I have applied a work-around to in the git repo, it will be in the next upload (I am packaging ocaml 4.04.0 first). If you need ocamlbuild in the meantime, you can build it yourself from that git repo.
