Given the 4.0.0-5 package is still in testing and is still affected by this bug, why not have this bug opened until testing is fixed?

Simply because, in Debian, a bug report is closed when the package in unstable contains a fix for it. Remember that testing is just a transition distribution. If we pushed your logic to the extreme, close bug reports would be close only when the fix reaches the stable distribution.

By the way, this problem with libgraphicsmagick was already raised (and fixed) in a previous bug report: https://bugs.debian.org/803958
