Help packaging an octave toolbox

Dear Debian-octave list,

As a new contributor, I am trying to package a few octave toolboxes (ITP 
#962610,#962611,#962608,#962607 etc). One of those is described in this RFS

in this package (see 
https://salsa.debian.org/fangq/libzmat/-/blob/zmat/control#L34), I have 
both a lib and lib-dev subpackage in addition to the octave package.

I noticed that the octave package rules uses "dh $@ --buildsystem=octave 
--with=octave", can this co-exist with the lib subpackage? or I will 
need to split those into two?

if my toolbox is mex (not oct) based, is there a model project that I 
can follow?
