My reading is that currently (in 6.1.1, not sure about .2) the encoding
is still wrong like it was 2 years ago, but in upstream git or something
it was moved to UTF-8 that is correct.
I was thinking of just closing this bug (and its brother in launchpad)
with the first upstream version that included the move to UTF-8.
ICBW, in which case I urge the submitter to clarify what's the
situation.
