IIRC, I followed the procedure in section 3 of Allard's text - I first
injected the code and then created the tag with:

svn copy \
svn+ssh://gwolf@svn.debian.org/svn/pkg-perl/packages/libtext-formattable-perl/trunk/ \
svn+ssh://gwolf@svn.debian.org/svn/pkg-perl/packages/libtext-formattable-perl/tags/debian_version_1_00-2 

...Now, as an interesting fact, the upstream author (after 1.5 years
of inactivity) released 1.01 the very same day I uploaded 1.00 - Am
fiddling now with svn-upgrade :-)
