The problem was in debian/rules, the makefile was explicitely asked to
download recommended modules:
echo "a" | perl Makefile.PL INSTALLDIRS=vendor
I changed "a" to "n", and disabled the version check for CPAN in
Build.pl, and it solved my problem.
