After raising the question at

http://stackoverflow.com/questions/25906062/how-to-find-debian-ubuntu-packages-that-provide-required-perl-modules

I found that you might know an answer: Is there a command line tool thatchecks a cpanfile to query packages.debian.org and list matching debianpackages that include the required version of this module?
