For well behaved sources, the .orig.tar.gz file is the upstream
package-version.tar.gz file just renamed to package_version.orig.tar.gz

Personally, when I create a package, the .orig.tar.gz comes first.
I never let dpkg-source to create a new .orig.tar.gz file.

At least for me this is double work.

We could share source files between Debian packages if we just modify the
format of the .dsc file a little bit, allowing "Source-Require-Orig:" and
such. I still don't see the need of a complete redesign and
reimplementation of the source packaging system and its underlying
philosophy.
