Just to verify a procedural detail here:

I assume that since I am not technically an official Debian Developer, 
I am disenfranchised in this vote?

I'm not complaining.  If so, I find it a perfectly reasonable position 
for Debian to hold.  I certainly know what I have to do to gain the 
franchise, I just haven't done it yet (due to lack of time, and that 
everything that I commonly use is already packaged).  I just want to 
verify that that is indeed the case.
