Base packages

Why do not use symlinks to link base packages and keep them where they must be.
For example, why ppp is not in the net/ directory w/ a simlink in base pointing to it ?

I've another Question :
Why is xpm4g in x11/ instead of libs/ or graphics/ ?

I think we should recreate all the directories net/ base/ news/ mail/ ....
because there is too many packages in each of them and w/ the directory, we can't find exactly for what or what we need x package without dpkg --info.
why do not creating

[...]
net/web (wwwoffle, lynx...)
net/mail (exim,smail,mutt)
net/news (leafnode,Inn)
net/ppp (ppp,pppconfig,wvdial...)
net/otheros (samba, appletalk,linpopup)
net/ftp (lftp,filerunner,wu-ftpd-academ,proftpd...)

...

graphics/converting (imagemagick,xv)
graphics/editing (gimp, ln -s to imagemagick)
graphics/viewing (ln -s to imagemagick)

...
text/editor (vim, emacs...)
text/paging (less,more..)

...
x11/window-managers (WM,fvwm2, kwm..)
x11/desktop-managers (gnome/ KDE)

[..]

for example. And if a package provides 2 or more capabilities like imagemagick which converts and views pictures, we can make symlinks - Yes ! I like symlinks, I know... -

with a maximum of 1 subdirectory in order to keep all clean (not like sunsite which is too complex).

And we could make a directory
 * base which contains symlinks pointing to required packages
 * important wich ........................... important .....
 * standard.....................
 * extra .........
