Bug#37089: debian-policy: /var/mail and FHS considerations

I maintain a pop daemon and indeed it would break if I did not take the time
to hack the code before releasing it.

So I just want to say yes to please make the needed symlinks and keep the move
to a standards based file system going and sane.
