As has been pointed out the information contained in Enhances: fields,
if allowed to replace all non-free Suggests: will me much less clean.
I look at /var/lib/dpkg/available frequently, and I am sure that I am
not the only one.  And then I will have to start processing that file
if I want to see any non-free suggestions.

That's not cleaner.

(Mind you, allowing an Enhances field itself is nice, just not if we
are going to remove all non-free Suggests.)
