In this case, you need to replace it with "machine-independant scripts" or
something like that, and probably clean some of the other places where the
assumption is made that debian/rules is a makefile.

Considering that you can always drop in a makefile which calls the real
thing, it's not urgent to fix this, but it might be nice.
