That example in Policy doesn't apply particularly to any specific build
system, what you are describing looks like some standard autoconf stuff.
Although this change would perhaps make it a bit more clear, I feel that the
point of the example has been conveyed already, and that this bug can only
be qualified as `wishlist' :)
