Bug#141903: debian-policy: change use of shlib: to shlibs: (Section C.1.4)

Section C.1.4 explains dpkg-shlibdeps. However, in the last paragraph,
a refernce to 'shlib:' occurs. This should be a reference to 'shlibs:'
instead. Patch is attached.
