[PROPOSAL] Debian should require FHS 2.3 instead of 2.1
Hello,
current Debian Policy requires the Filesystem Hierarchy Standard (FHS),
version 2.1, http://www.debian.org/doc/debian-policy/ch-opersys.html#s9.1
This version is rather old (2001) and is superseded by FHS 2.2 and since
today by FHS 2.3.
The changes between 2.1 and 2.2 can be found in Debian bug 212434

and (if I'm not mistaken) require only the change required is:
| o /var/lib/hwclock explicitly added for adjtime.
In FHS 2.1 this was /etc/adjtime, bug 156489
and mtools already violate 2.1 by following 2.2.
