This is not a formal proposal (I currently want to release sarge, not
discuss policy changes), it's just a reminder that this should be
dealt with somewhen.

Current policy says in section 4.4

In a thread in debian-devel, starting with
http://lists.debian.org/debian-devel/2005/01/msg00790.html, some
people have expressed the opinion that it is better (and common
practice for some packages) to have a changelog that is correct, than
to have one that preserves older mistakes (e.g. typos in
bugnumbers). It has been said that even adding closed bugs to past
entries, and similar things, might be desirable, in order to show
clearly (and without the need to follow references) which revision in
fact closed a bug.
