After reading the original bug report, tis is not Debian Reference but
Debian Policy.  So I am reassigning this.

As for Debian Reference, English version os about to be replaced with 
 http://people.debian.org/~osamu/pub/getwiki/html/ch03.en.html#debianarchivebasics

Please file another bug on Debian Reference.  I think I did my best to
address situation with my opionion how they should be called.
