Just a suggestion for a workaround: do you really need xelatex to
build the *french* documentation? I tried the following command:

hille@sid:~/maint-guide-1.2.28 $ dblatex --style=db2latex
--backend=pdftex --xsl-user=xslt/user_param.xsl --param=draft.mode=maybe
--param=lingua=fr --output=maint-guide.fr.pdf zzz5.tex

(zzz5.tex is the file generated by xsltproc). No, I didn't check if
the pdf file has the expected content.

I'm pretty sure for chinese you need xelatex, so don't make pdftex
the default. Just switch to pdftex backend for french. until we have
a solution.
