This is already filed and fix pending upload.

(FWIW the *-rc.d tools where previously in a package which was
depended-on by essential packages, so it's not really something new that
we can rely on the tools always being available. The previous policy
text seems to be a remnance from then the *-rc.d tools where first
introduced.)
