For what is worth, I do not see that as a problem.
Standards-Version indicates to what standards debian/rules was coded to.
Given the way Debian is updated, it is expected that most packages will
have out of date Standards-Version.
Is there some new external factor that make any unaddressed lintian
warnings problematic ? They need to be brought in the discussion.
