Non-US Packages file of woody references file from the pool



While the files from woody/non-US still are organised in the usual
structur (i.e binary-all, binary-i386), the corresponding Packages file
references the files in the pool structur (pseudo alphabetical)! This
makes it impossible to use non-US in dselect. 

The entries in the Packages file should allways match the structur of
the corresponding dist (i.e woody) and architectur (i.e. i386). There
shouldn't be any references outside this structur, not even to another
dist (i.e. potato). Any references in a dist are either hardlinks or
symlinks, while in the Packages any filename shows the link never the
referenced file.

Besides why has the pool another sturctur, why isn't it the same as all
the other dist directories? IMHO there is no reason to change to the
current structur the pool has. Either do it alphabetical in one large
directory or go back to the previous structur.
