Unpacking ad infinitum



Everytime I run `apt-get upgrade', apt wants to reinstall `doc-linux-text' and
`doc-linux-html'.

Removing the *debs from /var/cache/apt/archives/ doesn't help: then apt just
refetches them.

Any solutions?
