you seem to have only the internal IVE adapters. Can you check
if the module "ehea.ko" is included in the netinst.iso and gets
loaded? If not, try to load it manually.
Unfortunately i only have partitioned Power6 systems here and
none in full system mode to test. The IVE redbook:

  "Hardware Management Console is mandatory for System p 570, and
   it is required to configure and use any IVE."
is not as clear about the necessity of a HMC for the use of the
IVE as i'd like it to be :-(
