Download the debian-installer tarball here and unpack it:

The images for powerpc would be normally here:

But since the last automatic build failed, you have to fetch the
manual build from my webspace:

The tarballs contains both the kernel and the initrd which are used
for netboot. You need to set up a netboot server yourself. Normal
netboot support as you know it from Debian's release architectures
will come when we switch the archive servers from mini-DAK to DAK.
