Bug#370407: cupsys: Package doesn't include/mkdir /etc/cups/ssl - cripples web interface

The package doesn't create the /etc/cups/ssl directory which then stops
the web interface from creating the SSL keys when some of the management
web pages are used.
>From the error_log:
E [05/Jun/2006:15:22:12 +1200] Unable to create server key file "/etc/cups/ssl/server.key" - No such file or directory
To fix this I created the directory and restarted cupsd.
