Correct. I manually added a Printer line to /etc/cups/classes.conf and was then able to start cupsd.

I initially tried to use lpadmin, but that failed because it tries to communicate with cupsd. I found the documentation here:

CUPS would therefore seem to have two bugs.

* A classes.conf without a Printer line causes cupsd to crash.

* cupsd allows you to create a class without any printers.
