So the group ownership of a newly appearing device file is used to determine the type of plugged device (at least by certain apps)?

Yes, I think so. Therefore a desktop peripheral group would be the best solution.


Has Ubuntu worked around this by using hal instead of udev?


They set ACLs for the device files. These ACLs grant access to the user who is currently logged in on the desktop. They are set and removed by log in and log out, probably via PAM.
