The behaviour also occurs with other cupsctl commands such as
--share-printers. A quick test shows it does not happen when
PID 1 is sysvinit.
I downloaded Ubuntu server 17.04 (cups 2.2.2-1ubuntu1) and
upgraded to artful's cups 2.2.3-2. The bug is present is both
these versions of cups.
