ipp-usb 0.9.11 released

Hi,

ipp-usb 0.9.11 got released:

It dropped the dependency on the INI.v1 Go library, using its own code 
instead.

I am very grateful if you could package it so that it syncs into Ubuntu.

This way I avoid any source tarball mismatches when upgrading it 
directly in Ubuntu before the Feature Freeze on August 27,
