    changelog.Debian contains only changes for the source package.
    +b1 means it was a binary NMU and the changelog entry is available
    in the buildd log[1].
    In this case it was:
 cups (2.4.2-1+b1) sid; urgency=low, binary-_only_=yes
 .
   * Binary-only non-maintainer upload for amd64; no source changes.
   * Rebuild against glibc 2.34
