There are indeed differences between the expressed opinions on
debian-legal and the FTP team decisions.
For instance, in the case at hand, I personally disagree with the FTP
masters: they consider CC-by-v3.0 and CC-by-sa-v3.0 as acceptable in
main, while I don't think that those two licenses meet the DFSG.

I tried to get an explanation of their decision in the past:

Unfortunately, I got no reply at all, which is really frustrating,
after all the time I spent in analyzing CC licenses...  :-(
