The libindicate shared library (don't confuse with libindicator!!!) has no functionality in Debian at this point anymore. It probably never had. In Ubuntu, it was only used (some time ago) by the messages system indicator. However, the libindicate approach got substituted there by the libmessaging-menu API.

In Ubuntu, the libindicate shared lib has nealy no reverse dependencies anymore. We should work on this in Debian, too, and finally remove the package.
