plan comes up in GMT time. There is an option menu to set it so and so many
hours from GMT --- but the program should figure that out. Every other
programs deals with this properly. All it takes is a call to localtime(3).

For what it's worth, my bios is set to GMT/UTC:

miles:~ [root] # date
Thu Oct 16 20:40:31 EDT 1997
miles:~ [root] # hwclock -r
Fri Oct 17 00:40:35 1997  -0.835647 seconds
miles:~ [root] # hwclock -ru
Thu Oct 16 20:40:39 1997  -0.468434 seconds
