Checking for /dev/.udev/ is totally wrong because MAKEDEV already does
it and nowadays it's not reliable anyway due to /run.
The correct way to do what you want is "cd /dev && ./MAKEDEV ...", since
/dev/MAKEDEV is guaranteed to exist.

The rules file handling is wrong too, because since release 124 udev
uses /lib/udev/rules.d/ .

There is no reason to run "udevcontrol reload_rules" since udev uses
inotify to watch the rules directory, and udevcontrol does not exist
anymore anyway.
