Hi Jens,

Trying to install mercurial-buildpackage today, I noticed it pulled
in cdebootstrap (via pbuilder).  The package description says:

  mercurial-buildpackage: Build a Debian package from the Mercurial repository, either in-place or using pbuilder.

which suggests that mercurial-buildpackage is perfectly useful
without pbuilder (and that this is not an unusual case like using
an X app without a local X installation).  Do I understand correctly?

I would suggest changing the Recommends to Suggests or changing the
package description to explain it.
