Well, jessie was released and as such, we can try to work on the packages hand passing.

The current develop/7 branch on github contains a completely revamped debian/ subdirectory; we've merged some aspects of work done for the LOD2 project and reviewed the existing Debian patches; the result is an upstream source tree that builds a pleasantly granular set of packages (server, minimal server, ODBC drivers, JDBC drivers, etc) natively.

I see that you are refering to the upstream debian packaging which is not up to the Debian standards.

Some basic packaging comments:
- I would expect to see the debian packaging history merged.
  The Debian package repository is in
  http://anonscm.debian.org/cgit/pkg-virtuoso/pkg-virtuoso.git/

  And it already provides a better base for the packaging than the current
  debian folder in the upstream repositories. (it uses dh instead of cdbs, it
  drops the non redistributable files, and, among other things, it would make
  feasible the review of the changes)

- Virtuoso is not a Debian project, as such it shouldn't be have a native
  version.

- It would be better to stop distributing the debian folder in the upstream
  source packages.

  That only makes packaging harder, specially to derivatives.

It seems this would be a fortuitous moment to ask: if I'm wanted to be regarded as the VOS maintainer in Debian, how do I go about officially signing on?

You need a Debian Developer to sponsor the uploads of the packages you want to maintain.

After a while of being involved with Debian you could decide if you want to apply to become a Debian Maintainer (https://wiki.debian.org/DebianMaintainer) and obtain upload rights for the packages you maintain or if you want to become a Debian Developer (https://www.debian.org/devel/join/newmaint).
