Bug#795593: systemsettings: Shortcut Ctrl+Alt+K for changing keyboard layout is restored after each KDE restart

I use xkb Shift+Shift shortcut to switch between keyboard layout. Additionally,
I need Ctrl+Alt+K for Emacs. Therefore, I remove this shortcut from KDE's list
of global keyboard shortcuts. I.e. I set action "switch to next keyboard
layout" to have no shortcuts.

This works. However, each time KDE is restarted (i.e. after I boot the machine)
the shortcut is automatically back. I.e. action "switch to next keyboard
layout" again has Ctrl+Alt+K as its shortcut. This also seems to happen in some
other cases, but I wasn't able to determine when exactly. After full reboot it
happens always.

Setting shortcut to something else doesn't help, i.e. it's not "add default in
case there is no shortcut", it actually erases any customization.
