Bug#883879: release.debian.org: Upgrade to linux-image-4.9.0-4-amd64 version in stable-proposed-updates prompts upgrade to version of linux-cpupower in stable-backports

For the record, I can't reproduce your report.

I didn't have linux-cpupower installed at all, so installed it and then
upgraded the kernel to the one in proposed-updates. Doing so upgraded
linux-cpupower to the corresponding version from proposed-updates, with
no suggestion of updating to the backports package.
