For the record, I can't reproduce your report.
I didn't have linux-cpupower installed at all, so installed it and then
upgraded the kernel to the one in proposed-updates. Doing so upgraded
linux-cpupower to the corresponding version from proposed-updates, with
no suggestion of updating to the backports package.
