Dear release team

The Azure agent provides the provisioning part for the Microsoft Azure
platform.  It is necessary to tell the platform about the state of the
systems.  Therefor it is part of the "hardware" support for the Azure
platform.

This updates includes support for some new machine types, fixes for Gen2
VM (EFI) support and it allows cloud-init use.

Please accept the updated waagent package into Buster.
