This is the cargo update required for FF/TB 78 ESR. As I mentioned in the
rustc buster-pu bug, I reverted some changes in the cargo wrapper in order
to avoid FTBFS issues in those packages where the cargo wrapper install
method gets called.

The libgit2 package is updated as well, as we have done in the past, to fit
what's required by this version of cargo (libgit is not very good at keeping
a stable API).

Attached is the debdiff from 0.43.1-3. I have uploaded the package to
stable-new, but please let me know if you have any comments.
